With over fifteen years of experience building sustainable organizational capacity worldwide, Laura founded LGMP Global to help organizations create capabilities that truly last. Her career has been defined by one core principle: the best assistance is the kind that makes itself unnecessary by building genuine, holistic, enduring institutional strength.
Professional Journey
Laura most recently managed cyber capacity building programs for the U.S. Department of State's Bureau of Cyberspace and Digital Policy, overseeing development and implementation of national cyber strategies and cyber incident response capability building with partner governments worldwide. One of the highlights of her career was designing and managing Costa Rica's $25 million cyber assistance package—a program on track for full local ownership. During her tenure in government service, she has successfully implemented and monitored complex technical assistance programs across four continents, managing budgets exceeding $50 million. Her career spans the Departments of State, Treasury and USAID, plus extensive work with international organizations and partner governments—from supporting the establishing of debt management systems in Kosovo and Ukraine to developing comprehensive monitoring and evaluation frameworks for security sector reform.
