Our Team

Laura Montoya is the founder and Principal Consultant of LGMP Global LLC, where she specializes in sustainable institutional capacity building for cybersecurity, digital governance, and international development programs. With nearly 20 years of experience managing complex technical assistance initiatives across more than 20 countries, Laura has built a distinguished career helping governments and institutions create lasting change.

Prior to establishing LGMP Global, Laura served in senior program management and advisory roles across the U.S. Department of State's Bureau of Cyberspace and Digital Policy, the U.S. Agency for International Development, and the U.S. Department of Treasury. Among her many achievements include designing and managing Costa Rica's $25 million cybersecurity assistance package, which established their National Security Operations Center as a regional reference model for Latin America.

Laura's approach emphasizes local ownership, knowledge transfer, and long-term sustainability. Bilingual in Spanish and English with deep expertise in Latin America, she brings both technical knowledge and cultural understanding to every engagement.

Laura holds a Master's degree in Political Science and a Bachelor's degree in Government & International Affairs from George Mason University, as well as a Graduate Certificate in Project Measurement and Evaluation from American University.
